Outsource Occupational Driver Risk Management
Managed and Complete are annual programmes for organisations whose employees drive for work. Foresight assesses your contracted drivers, maintains the risk records and management reporting, and — on Complete — delivers the driver development the assessment findings call for.
The work exists whether or not anyone is doing it
If your employees drive for work, occupational road risk is already part of your organisation. The question is whether it is being assessed, recorded and acted on — or whether it surfaces for the first time in an insurance claim.
In most organisations the job sits with somebody who already has a full role: a fleet administrator, an HSE manager, a depot supervisor. Assessments get arranged once and never repeated. New starters are missed. Higher-risk drivers are identified and nothing is scheduled. Licence checks drift. Nobody owns the record.
A Foresight programme makes it somebody’s job — ours. You keep every decision about your people, your vehicles and your operations. We deliver the assessment, keep the records current, run the scheduling and put written reporting in front of management on a predictable cycle.
The functions a programme covers
A programme is a contracted function, not a series of bookings. These are the parts of occupational driver-risk management that move to Foresight.
Driver risk assessment
On-road assessment of every contracted driver against consistent criteria, in the vehicle they actually use for work.
Driver risk records
A maintained record per driver: assessment history, risk classification, recommended actions and what was done about them.
Scheduling and coordination
Booking, rescheduling and chasing, handled through one point of contact rather than by your line managers.
Management reporting
Quarterly management summaries showing where risk sits across the fleet and what has changed since the last one.
New starters and incidents
New drivers assessed as they join and post-incident referrals handled as they arise, within your included allowances.
Driver development
On Complete, targeted development and reassessment where assessment findings identify a need, so a finding is acted on rather than filed.
What stays with you
Foresight works primarily in driver risk. We report on what is observed of vehicle and journey factors, but we do not take on your vehicle maintenance, journey scheduling or wider health and safety duties, and we do not make employment or return-to-driving decisions about your people.
Baseline implementation comes first
A programme begins by establishing where driver risk actually sits. Every existing contracted driver is assessed on-road, classified Low, Medium or High, and given an individual written report — which becomes the baseline the rest of the programme year is measured against.
- £169 + VAT per existing contracted driver
- Minimum 10 contracted drivers
- Charged separately from the annual programme fee
- 50% + VAT on signing, 50% + VAT on completion of baseline implementation
- The Programme Start Date is the date baseline implementation completes
Already had a Baseline Assessment Day?
If you start a programme within 90 days of a Baseline Assessment Day, we credit £169 + VAT per qualifying driver already assessed against your programme implementation fee — up to £507 + VAT for a full 3-driver day. The credit applies to implementation; it is not a refund of the day itself.
Bespoke implementation
Fleets of 51+ contracted drivers, and operations with material delivery complexity at any size, receive a written proposal with milestone billing rather than the standard 50/50 split.
Managed or Complete
Both programmes are priced per contracted driver per programme year, with standard published pricing for straightforward fleets of 10–50 contracted drivers. Managed covers the administration of driver risk. Complete adds the development side, licence-check administration and an annual evidence pack.

What each programme includes
Both programmes carry the same new-starter and post-incident allowances. The difference is what happens after an assessment identifies something.

Illustrative only
These examples show how the published rates combine for a straightforward 20-driver fleet. They are not a quotation. Your own figures depend on contracted headcount, operating locations and delivery requirements, and are confirmed in writing before any programme begins.
Option 1
Annual payment in advance
The annual programme fee is invoiced once at the start of the programme year at the published rate, with no payment-plan premium applied.
Option 2
Twelve monthly instalments (5% payment-plan premium)
The annual programme fee is increased by 5% and divided into 12 instalments, inside the same binding 12-month programme commitment. This is a payment plan for an annual programme, not a monthly contract.

How the included allowances work
Programmes include defined allowances for the assessments and development a normal year generates, so routine activity does not become a series of separate purchases.
- New-starter assessments
- Up to 20% of contracted headcount per programme year
- Managed and Complete
- Post-incident assessments
- 1 per 10 contracted drivers per programme year
- Managed and Complete
- Targeted Driver Development
- Up to 30% of contracted headcount per programme year
- Complete only
- Reassessments
- Up to 20% of contracted headcount per programme year
- Complete only
Percentage allowances round down to whole drivers. On a 20-driver Complete programme that means 4 new-starter assessments, 2 post-incident assessments, 6 development sessions and 4 reassessments included across the programme year.
Percentage-based allowances are calculated on contracted headcount and round down to the nearest whole driver — 20% of a 17-driver fleet is 3 drivers.
Each allowance is a separate pool. Using a new-starter allowance does not reduce the post-incident, development or reassessment allowance.
Allowances reset at the start of each new 12-month programme year. Unused allowances are not converted to cash, refunded, moved into another allowance category or normally carried into the following programme year.
Where an included service was requested in reasonable time but could not be delivered before programme expiry because of Foresight availability, we may honour it shortly afterwards.
Allowances belong to the contracted fleet and may be concentrated on particular contracted drivers where professionally appropriate. They cannot be used for individuals outside the contracted fleet.
An allowance is an entitlement to an included service rather than a guarantee of immediate or on-demand attendance.
| Beyond an included allowance | Batched | Standalone |
|---|---|---|
| Excess assessment — new starter, post-incident or reassessment | £149 + VAT | £199 + VAT |
| Excess Targeted Driver Development (approximately 90 minutes) | £179 + VAT | £229 + VAT |
Batched rates apply where the requirement is scheduled alongside other programme activity at the same operating site. Standalone rates apply to a dedicated visit.

Driver risk classifications
How assessed drivers fall across the Low, Medium and High classifications used in reporting.
Common development themes
Areas that recur across a group of assessed drivers, such as planning, speed management or manoeuvring.
Driver competency patterns
Which assessment areas are consistently strong and which are more frequently identified for development.
Post-assessment recommendations
The recommended actions issued after assessment, and which drivers they relate to.
Reassessment outcomes
Where reassessment forms part of the programme, how findings compare with the earlier assessment.
Programme completion
How many drivers within an agreed scope have been assessed, and how many remain scheduled.
Multi-site activity
Activity broken down by location or team where an organisation operates from more than one site.
Recurring risk themes
Themes that persist across assessment rounds and may warrant broader management attention.
High-risk findings
Where an assessment identifies a high-risk finding, we escalate it promptly to your authorised client contact rather than holding it for the next scheduled report. Deciding what to do about a Medium or High classification remains your organisation’s responsibility as the employer.
What happens through the year
Beyond the annual baseline and the reporting cycle, a programme absorbs the things that come up: people join, incidents happen, findings need acting on.
New starters
New employees are assessed as they join, using the same criteria as the rest of your drivers, so there is a documented practical baseline from the start of employment. New-starter assessments are scheduled in batches where practicable and drawn from the included programme allowance.
Post-incident referrals
Following an at-work collision or significant driving incident, a driver can be referred for an on-road assessment. It records and reports what is observed — no remedial instruction is delivered during it — and the return-to-driving decision remains the employer’s.
Targeted Driver Development
On Complete, where assessment findings identify a need, the driver receives a coaching session of approximately 90 minutes with a Foresight Driver Development Trainer, in their own work vehicle, with the session recorded for the driver file.
Reassessment
On Complete, drivers previously classified Medium or High can be reassessed against the same criteria, so a change in classification is documented rather than assumed.
Licence-check administration
On Complete, Foresight administers driving licence checking as part of the programme, with the arrangements and the frequency confirmed in writing before the programme begins.
Multi-site delivery
Where you operate from more than one location, one standard is applied across all of them and reporting can be broken down by site or team as well as across the fleet.
Scheduling
Included services are an entitlement rather than a guarantee of immediate attendance. Appointments are scheduled according to location, operational requirements and assessor and trainer availability, with higher-risk and post-incident requirements prioritised where practicable.
The annual Driver Risk Evidence Pack
Complete includes an annual Driver Risk Evidence Pack: a consolidated evidence resource drawn together from the programme year, rather than a certificate or an approval.
Provide structured evidence of your driver-risk management activity for discussions with your broker or insurer.
What the pack is, and is not
The pack provides structured evidence. Third parties determine how they use that evidence. We do not promise reduced insurance premiums, guaranteed savings, preferential underwriting, regulatory approval, guaranteed audit acceptance or guaranteed legal compliance.
May include
- Assessment activity across the programme year
- Risk classifications recorded for contracted drivers
- Development and intervention activity
- Reassessment activity
- Programme trends
- Relevant recorded management actions
May be used with
- Insurance brokers
- Insurers
- Auditors
- Health and safety advisers
- Solicitors and professional advisers
- Relevant authorities where appropriate
When a bespoke proposal applies at any fleet size
A bespoke proposal is not a penalty or a barrier. It exists because some operations cannot be delivered on a standard published schedule, and pretending otherwise would produce a price nobody could honour.
- Drivers dispersed across a wide geographic area
- Multiple operating sites or depots
- Significant travel or overnight delivery requirements
- Shift patterns, night work or restricted assessment windows
- Accelerated deployment across a large driving population
- Specialist vehicles or specialist operational requirements
Programmes scale to fleets of 100, 250 and 500+ contracted drivers. Larger fleets are quoted on driver numbers, operating locations and delivery requirements rather than against a published volume discount.
What is the difference between Managed and Complete?
Managed covers the ongoing administration of driver risk: records, classifications, quarterly management summaries, account coordination and scheduling, with included new-starter and post-incident assessment allowances. Complete adds the development side — a targeted driver development allowance, a reassessment allowance, licence-check administration and an annual Driver Risk Evidence Pack. Both run for 12 months.
How is pricing structured?
Pricing starts with the Fleet Driver Baseline Assessment Day at £595 + VAT, which covers up to three drivers at one operating site. Ongoing fleet programmes are priced per contracted driver per year — Managed at £120 + VAT and Complete at £240 + VAT — with a separate one-off baseline implementation charge of £169 + VAT per existing contracted driver. Full published pricing is on our pricing page.
We have more than 50 drivers. What then?
Standard published pricing covers straightforward fleets of 10 to 50 contracted drivers. Above that we build the programme around your operation — driver numbers, sites, shift patterns and deployment timescales — and set it out in a written proposal. The assessment framework and the reporting are the same whether you run 50 drivers or 500.
How do the included allowances work?
Percentage allowances are calculated on contracted headcount and round down to whole drivers, so 20% of a 17-driver fleet is three drivers. Each allowance is a separate pool — using a new-starter assessment does not reduce your post-incident, development or reassessment allowance. Allowances reset each programme year and are an entitlement to an included service rather than a guarantee of immediate attendance.
When do reports arrive?
Individual driver reports are normally within 2 working days of the assessment. Where a Baseline Assessment Day or a batch of assessments has been delivered, the management summary is normally within 3 working days of the final assessment. Findings we consider high risk are escalated promptly to your authorised contact rather than held for the next scheduled report.
Is there travel cost on top?
Standard travel within our normal service area is included. Requirements outside our normal service area may be quoted separately. We will tell you before anything is booked.
Does an assessment make our organisation compliant?
No single service does that. Employers have responsibilities to manage work-related health and safety risks, and professional driver assessment and development can form part of a wider approach to managing occupational road risk — alongside vehicle maintenance, journey planning, policy, licence checking and incident review. What a Foresight programme gives you is the assessment, the risk records, the reporting and the follow-up evidence of how the driver element is being managed.
